Flakey, itchy, skin on lips after coldsore?

A few months ago, I had a cold sore and I went to the doctor to get medication to treat it. I get them often, but the last 2 cold sores I had left scars. i have a scar on my bottom lip which dries up and flakes alot . when i look closely, theres tiny faded bumps and when i scratch it, it itches and i get that tingly cold sore feeling. it doesn’t form into a bump or anything like a cold sore. What is it? Has my cold sore not done healing? Its been about 3 months already since i got that cold sore though. What can I do to get rid of it?
